Is it Ikarus 405 after facelifting?
No. It is similar to an Ikarus E91 (the chassis is the same) - we can say this is the successor of that.
It has no connection to Ikarus 405, but as torqmatic wrote, more simular to Ikarus EAG E91 (otherwise it would be linked under Ikarus 405..).
Contains some further impovements to the first prototype.
